What is the WSCPAR?

The Wisconsin School Counselor Program Accountability Report (WSCPAR) is a continuous improvement document that replaces the Support Personnel Accountability Report Card for Wisconsin (SPARC-W).   The WSCPAR provides school counselors an opportunity to demonstrate a commitment for getting results and communicating how students are different because of the school counseling program at their school.  The WSCPAR was developed by a Wisconsin School Counselor Association (WSCA) advisory group of Wisconsin school counselors.

We hope that you will find the WSCPAR useful in: presenting a self-evaluation of  your student support system, preparing/analyzing results that guide programming for all students in their academic, social/emotional, and career goals, promoting  your program to your school administration, school board, community partners, businesses, and parents/guardians, preparing reports for school accreditation, grants, or awards recognition, and implementing the American School Counselor Association (ASCA) National Model.

2022-2023 WSCPAR

The WSCPAR committee has made changes to simplify the WSCPAR process and continue to align it with the ASCA model. 

Recent updates:

  • The WSCPAR application is now online! Printed copies of your WSCPAR are no longer required to be mailed. All completed WSCPAR documents, application information, and supporting uploads are now submitted via an online application form.
  • WSCA has an optional template which can help you more easily complete the WSCPAR document without having to design your own.
  • WSCA has created a comprehensive handbook that will walk applicants through the process of compiling, building, and submitting their WSCPAR. Click here for the 2022-2023 WSCPAR Handbook.

The WSCPAR, application and all supporting materials  must be submitted via the online application form by

Monday November 20, 2023.

We have a number of upcoming opportunities to help support you as you work towards completing your WSCPAR:

ASCA Model Coffee Chats:  Join WSCA leaders with your cup of java to talk about any and all things related to ASCA model implementation! If you are just beginning a model program or at the point of applying for RAMP, all levels are welcome, this is your space to talk and collaborate. Click here to see the dates and times for these informal support conversations.

Assistance at Conference:  Bring your WSCPAR and data to the WSCA Conference in the Wisconsin Dells! Sessions to support WSCPAR will be available.

Virtual “Drop in” Consultation Dates: Consultation hours will be scheduled in October 2023.  Dates will be released soon.

On demand quick tip videos and webinars: The WSCA on-demand learning archive has a plethora of content regarding the WSCPAR preparation process.  Be sure to click to the “Ethics/Leadership/Advocacy” section to see all that is available.

Virtual Coaching and Consultation: WSCA members always have access to our consultation request form, where you can submit requests to speak with a WSCA leader privately to discuss your questions regarding WSCPAR and data.  Consultations are provided at no cost to WSCA members.

WSCA ASCA Model Training: Trainings are scheduled throughout the state. One day WSCPAR and RAMP camps are available to provide support in completing the application.


2022-2023 WSCPAR Application

If you wish to submit a WSCPAR to the Wisconsin School Counselor Association WSCPAR committee for professional review and award recognition, please follow the directions and requirements delineated in this year’s WSCPAR Online Application.

The WSCPAR, application, and all supporting materials must be submitted via the online application form by Monday November 20, 2023.

Counselor Reflection Statements
  1. Explain the process you or your team engaged in to complete the WSCPAR and a distribution plan for your document.
  2. What implications did you or your team consider after reviewing the results from your program or interventions?
    1. Implications explain how data results will help:
      1. Deliver lessons more effectively (considering content, strategies, time).
      2. Collect data more accurately (asking better questions based on quality content).
      3. Target ASCA Mindsets & Behaviors.
      4. Make decisions about which lessons to continue, add, or discontinue.
Documentation Uploads

The following 5 components must be included (in .pdf files or .xlsx/.xls/.csv for scoring rubric) for your application to be considered complete and forwarded for Program of Promise Review:

1. One (1) Application Signature Page: All signatures required to be reviewed

3. One (1) Annual Administrative Conference Template*: signed by counselor(s) and administrator.

*It is not expected that all components of the Annual Administrative Conference are complete, please just note on your form what is currently in place.
