Why WSCPAR?
For over 15 years, the Wisconsin School Counseling Program Accountability Report (WSCPAR) has been a continuous improvement document that provides school counselors with the opportunity to demonstrate a commitment to getting results and communicate how students are different due to the school counseling program at their school. The WSCPAR was created and maintained by the Wisconsin School Counselor Association (WSCA).
The WSCPAR is useful for counselors to:
- Provide concise documentation of effective school counseling interventions
- Reflect on the outcomes of action plans and assess the current school counseling program to improve, modify, or change services to students
- Share data to foster relationships with administrators, staff, parents and the community
- Demonstrate impact on closing achievement and opportunity gaps
- Advocate for programs that close gaps
- Demonstrates alignment with the American School Counselor Association (ASCA) National Model
WSCPAR Application Information
If you wish to submit a WSCPAR to the Wisconsin School Counselor Association WSCPAR committee for professional review and award recognition, please follow the directions and requirements delineated in this year’s WSCPAR Online Application (application not yet live). Applicants are strongly encouraged to review the WSCPAR handbook, note there have been some changes for the November 2025 submissions, so it is important to read through the entire handbook!
The WSCPAR, application, and all supporting materials must be submitted via the online application form by Monday, November 24, 2025. Note that your entire application must be submitted at the same time and cannot be saved before submission. Make sure you have all your application components completed before starting the online application. We encourage you to find WSCPAR editorial assistance, it is always helpful to have someone read your WSCPAR for clarity of content.

Timelines & Communications
- November 24, 2025: Applications Due
- November 26-December 6, 2025: WSCPAR Review Committee Scoring
- December 8, 2025: WSCPAR Resubmission Notifications Sent
- December 15, 2025: Resubmissions Due
- December 16, 2025: WSCPAR Review Committee Scores Resubmissions
- December 19, 2025: WSCPAR Program of Promise Status Emailed
You will be notified via email before December 19, 2025, regarding the final status of your WSCPAR Program of Promise application. If your program receives the PoP recognition, WSCA will send a press release with the announcement on the same day you are notified to the school administration, local newspapers, and elected state legislators. An email will be sent to the “Individual Completing Application” when the online application is submitted.
PoP winners are strongly encouraged to attend the WSCA Virtual Day on the Hill event on Tuesday, February 4, 2026, to share their WSCPAR and the impact their school counseling program has on students.
PoP winners will be acknowledged in a virtual presentation at the WSCA National School Counseling Week Breakfast on February 6, 2026, as well as at the 2026 WSCA Conference.

Please follow the directions and requirements delineated in this year’s WSCPAR Online Application. Applicants are strongly encouraged to review the WSCPAR handbook. The WSCPAR Application Checklist will assist you in organizing your application materials.
The following information will be entered into the online application.
- School and Counselor Contact Information
- Elected Official Names
- Local Newspaper & Contact Information
- Counselor Reflection Statements:
- Explain the process you or your team engaged in to complete the WSCPAR and a distribution plan for your document.
- What implications did you or your team consider after reviewing the results from your program or interventions?
- How does the data you shared in your WSCPAR show how your counseling program addressed equity and/or opportunity gaps for students?
- How did your counseling program take into consideration systemic issues that were impacting students?
The following documents must also be uploaded with your online WSCPAR application:
- Application Signature Page (All signatures required to be considered for Program of Promise recognition)
- Completed WSCPAR Self Score Rubric
- Please share the completed Google Sheet link or upload an Excel file, but not PDFs or scans. WSCA will make a copy of your self-score for the reviewers to score and share back with you.
- WSCPAR Document (2024-2025 school year results)
- The WSCPAR document must fit (back and front) on one 8 ½” x 11” sheet of paper.
- Note the updated formatting requirements in the handbook on page 3.

- Completed Annual Student Outcome Goal & Closing the Gap Plan for the 2025-2026 school year
- Completed and Signed Annual Administrative Conference Form for the 2025-2026 school year
- There is not an expectation that all the program components will be completed at the time of application submission. Note components not yet in place on the completed form.
- FAQ: Can I submit if I didn’t complete an Annual Administrative Conference in 2024-25? YES, you can! The Annual Administrative Conference is for the 2025-2026 school year.

WSCA is committed to providing support and resources to school counselors so they can confidently and effectively complete a WSCPAR. You will find answers to many of your questions about the WSCPAR in the WSCPAR handbook below.
Applicants are strongly encouraged to review the updated handbook, as there have been many minor changes that impact the WSCPCAR rubric.

The WSCPAR process is non-competitive; every school that meets the demands of the rubric will receive an award.
WSCA provides extensive technical assistance, coaching, and consultation:

Regional WSCPAR Coaching: Bring your application and WSCPAR to this three hour in-person workshop for coaching and support to submit in November! This is provided at no cost as a member benefit, however, registration is required.
Model Mondays: Join WSCA leaders to talk about any and all things related to ASCA model implementation! If you are just beginning a model program or at the point of applying for RAMP, all levels are welcome, this is your space to talk and collaborate. This drop in virtual monthly support is the second Monday of the month from 3:30-4:30. This is a member benefit and complimentary with an active membership, however, registration is required.
Virtual “Drop in” WSCPAR Consultation: Looking for information or have questions about the WSCPAR. Join us during these virtual drop in sessions that are available to all counselors at no cost. Registration is required.

Assistance at Conference: Bring your WSCPAR and data to the WSCA Conference in the Wisconsin Dells! WSCPAR consultation will be available.
On demand quick tip videos and webinars: The WSCA on-demand learning archive has a plethora of content regarding the WSCPAR preparation process. Be sure to click to the “Ethics/Leadership/Advocacy” section to see all that is available.
Virtual Coaching and Consultation: WSCA members always have access to our consultation request form, where you can submit requests to speak with a WSCA leader privately to discuss your questions regarding WSCPAR and data. Consultations are provided at no cost to WSCA members.
WSCA ASCA Model Training: Trainings are scheduled throughout the state. One day WSCPAR and RAMP camps are available to provide support in completing the application.

WSCA Document Requirements
The WSCPAR is a public, formal document and must be free of typographical, grammatical, and mechanical errors. PoP Award winners will have their WSCPAR shared with state elected officials, so readability is essential. All narratives should be written in third person (e.g., “The school counselor taught three lessons…” instead of “I taught three lessons…”). To maintain a professional appearance, avoid decorative fonts; they can be difficult to read, distract from your message, and appear unprofessional in award settings. Readable fonts such as Arial, Times New Roman, and Georgia are required because they provide consistent letter spacing and shape, remain legible at smaller sizes, work well in both print and digital formats, and keep the focus on your content rather than font style. For maximum clarity, the Results Report and Goals sections must have a white background, which improves readability for both print and digital viewing.
Applicants are encouraged to use the WSCPAR templates provided on the WSCA website. If you choose not to use the templates provided, note the following requirements:
- WSCPAR document must fit (back and front) on one 8 ½” x 11” sheet of paper
- The text portion of your WSCPAR results and goals must be presented on a white background with dark text for readability
- Required fonts: Arial, Times New Roman, or Georgia. Documents submitted with different fonts will not be scored
- Only WSCPARs with size 10 or 12 fonts will be considered for an award. An 8-point font is acceptable for your graphs and ASCA Behavior Standards
- Please make sure that your text is legible for all graphs and narrative sections of the WSCPAR
- All components and prompts in the WSCPAR template must be used in the WSCPAR
- Each acronym must be spelled out the first time it appears in the document
